Add error handling for silent views error

This is mostly a theoretical issue. There is code added to provide a
default set of Views data if none can be acquired from the runtime, on
the assumption that the runtime will quickly give the correct data. In
the event that this never happens, things can look quite wrong. This
changes a ~silent error to something more noticeable and likely to
generate bug reports that are easier to investigate.
