Don't process Sec-CH-Partitioned-Cookies on ACCEPT_CH frames Until support is added for sending Sec-CH-Partitioned-Cookies on outgoing request headers, processing the client hint on the ACCEPT_CH frame will trigger unnecessary restarts. This issue was discovered due to failing tests that had to be disabled, so this CL also re-enables those tests. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
