[ios] Allow using both legacy and optimised storage As the migration of the data stored on disk may fail, the browser may have to use the legacy data even though the feature is enabled. To allow this, remove the assertions that depends on the value of the feature flag from //ios/web. Instead the embedder will have to take care of using consistent API calls (//ios/chrome/browser uses the SessionRestorationService to manage this). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
