Fix sync settings sometimes opening upon restoring Android device backup

The linked bug has more context. To help with terminology, say that a
Chrome version is "new" if it contains this commit, and "old" otherwise.
Also say that a "backed up" device is one whose data was uploaded, and a
"fresh" device is one restoring the data. This CL has 2 effects:
- If the backed up device had a new Chrome version, sync settings will
not open on restore, regardless of the version in the fresh device.
- If the fresh device has a new Chrome version, sync settings will not
open on restore, regardless of the version in the backed up device.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
