Add UMA logging of phishy page user interactions As part of expanding anti-phishing telemetry, we want to track user interactions with pages that were blocked by the SB phishing interstitial but the user clicked through the interstitial. This will help us understand what we can do to improve phishing protection. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
