[Quota] Prototype clearing stale buckets on browser startup Currently, quota storage is retained until some storage pressure or manual clearing is initiated. Let's allow testing of what happens when we clear storage not read/written in 400 days. This is off by default and will not be turned on by default for some time. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
