[Notifications] Erase action vector before assignment The PlatformNotificationData assignment operator implicitly assumes that the assignee's action vector is empty, which can cause the vector to grow undesirably after several assignments. This CL fix this issue by calling std::vector::clear before copying the vector elements. A test has been added to validate the fix. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
