Cut the licenses.py checker back to once per week. This is throwing up a bunch of errors which we need to triage and get remediated but some of them are related to how the recipe for this job checks out the repo. We need to look into fixing that so it aligns with the official builder config before running every day as some of these are not actual license issues. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
