[CrOS Cellular] Remove unactionable "Cellular" from OOBE When a cellular-capable device without a SIM card or any installed eSIM profiles starts OOBE, we show an unactionable row called "Cellular", which does not do anything. This is confusing and not useful to the user, so this CL removes it. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
