Reland "Fix an edge case bug in Windows TSF1 implementation."

Reason for reland:
  1. The original change cause regression in Omnibox with Korean
autocomplete feature. The root cause is that during Korean IME, we do
not reset |selection_| member during |ResetCacheAfterEditSession| if
current selection is interim char selection.
  2. Windows Voice Access tool may change selection without starting
new composition in "Select that" command. We should update text input
client with new selection in this scanrio.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
