[Windows] Return correct error code when intercepting CreateThread. This CL fixes an issue with the CreateThread sandbox hook. The error code being passed back if CreateRemoteThread failed was the NTSTATUS code associated with the failure instead of the last Win32 error. While fixing this issue the thread_id parameter was also removed as it's not used. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
