Support multiple path replacements when applying patches to be exported

Extends https://crrev.com/c/4886943 to allow for multiple file path
mappings between the source and destination repos. For Chromium/WPT this
is keeping functionality unchanged and is only changes how things get
configured.

V8 though does need to take care of files that do not map uniformly
from the V8 repo to Test262 repo.
