[AW] Use temp dir in devui ComponentsInfoLoaderTests Change ComponentsInfoLoader to accept an arbitrary directory in the constructor instead of using the components download directory by default, in tests use a temp directory that is created before each test and deleted after each test. This way we can avoid test flakes due to async writes to the shared ComponentsInfoLoader directory from previous tests. This is a speculative fix. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
