Return early in PrepareSamples() when a histogram has no samples. This has no real behavior change, as a delta of an empty histogram is equivalent to an empty histogram. However, it allows skipping corruption checks in the case when there are no samples, which can be expensive due to the crc32 over the bucket ranges. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
