Reland "👩🔧 Add on-device unit test target for signin" This reverts commit 5a007a3434580a5c3a821ac5b3e15fdae0f6f714. Add a new unit_device_javatests target for //chrome/browser/ui/android/signin and move qualifying tests. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
