Revert "webauthn: note in QR code when a makeCredential is non-discoverable." This mostly reverts commit 10bb2e89d200ff2c7d8dcf2f172f4c27bb91e949. That functionality was never used in the end. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
