Add Lacros support for tts.Stop and ttsEngine onStop event. This cl including the following: 1. Implement Lacros support for extension api tts.stop and web api speechSynthesis.cancel. 2. Add a Lacros browser test for calling tts.stop from Lacros extension to stop a Lacros utterance speaking by a Lacros speech engine. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
