[remoting] Implement curtain-mode for Wayland. GNOME/Mutter does not expose any API (or even an unsupported method) to detect if the Wayland session is headless. So this implements curtain-mode by checking if the GNOME Wayland service is running. If it is active, it then looks at the command-line to verify it is configured for headless mode. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
