Revert "[Emoji picker] make insert work in more places" This reverts commit 1ef7f6afa429602ce9b65e86485767c061aca0b5. Reason for revert: Causing consistent test failures in linux-chromeos-rel bot, starting here: https://ci.chromium.org/ui/p/chromium/builders/ci/linux-chromeos-rel/54812/overview and for the 7 subsequent builds (so far). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
