Printing: Enable Local Printer Observing by default

- Enabling this flag by default enables live printer status updates to
  both Print Preview and OS Printer Settings.
- Add a check for the local printer service not being available (for
  Lacros).
- The service version also needs to be increased so Lacros can check if
  the Ash version is compatible (feature flag might not be enabled in
  the Ash version).
