[wptrunner] Add suite name to `results.html` title
`linux-rel` now has content shell and chrome versions of WPT, but it's
not apparent which one `results.html` is showing because the test paths
are the same. Add one of `{blink_web,blink_wpt,chrome_wpt}_tests` to the
title by querying ResultDB.
There's no title change for flag-specific or local results.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
