Enable rust unconditionally in Chromium. The last holdout was arm64 windows with code-coverage on, as the clang_rt libs were not present at the time. They are now present as of https://crrev.com/c/4673251 so this condition can be removed. We don't actually have an arm64 windows bot that enables code coverage, but the condition was there just in case someone tried it. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
