[Settings] Reenable basic page privacy guide test By the logic of crrev.com/c/5541740, this test should not actually have failed based on the underlying issue of crrev.com/c/5541740. Tentatively reenabling specifically this test to see if it fails - and if it does, to see the new better debug output (crrev.com/c/5538400). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
