tools/metrics: Rewrite DWA codegen tests Previous tests were not being executed in CI, which caused them to decay. They were enabled in 7e5c1e82b744232c1ead28a0331180e502959883 and marked as skipped because they were failing. This patch rewrites them so that DWA codegen is tested in CI. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
