Stop copying RTCEncodedAudioFrame data just to check its length If JS hasn't set the data on an RTCEncodedAudioFrame, we shouldn't need to check the length of the data - we can trust the encoder provided buffer. This removes unneeded payload copying and ArrayBuffer allocation when JS has not touched the data() field. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
