Take advantage of statement-level [[clang::noinline]] annotations. Do the same for [[clang::always_inline]]. We can't simply re-use the existing macros because only the clang spelling is allowed for the statement-level form, and the expansion of ALWAYS_INLINE includes a stray inline keyword not appropriate for this usage. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
