Rework InlinedStructPtr to not require types be default constructible. InlinedStructPtr is used to hold Mojo unions as well, but Mojo unions will not be default constructible soon. In theory, this should make `reset()` somewhat more efficient, as destroying an InlinedStructPtr no longer destroys the held value twice (!!). Also change some DCHECKs to CHECKs for robustness. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
