[graphite] Update to new public APIs

Removes staging flag so that DawnTextureInfo is a class, and updates
forward declarations to match.

Updates call sites constructing YUVABackendTextures and
YUVABackendTextureInfos to use the constructor that doesn't require
a Recorder
