[omnibox] Limit fuzzy match processing & add fuzzy sub-provider metrics
This CL does two things:
- Reduces the number of matches converted from each fuzzy match source
provider (sub-provider) to max one.
- Records histogram conversion counts for each sub-provider:
Omnibox.FuzzyMatchConversion.{SubProvider}

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
