Add page action controller for product specifications Also hooks it up with the product specifications icon to let the page action controller control the visibility and expansion of the icon. Two things worth mentioning about the icon after this patch: * For expansion priority, product specification is lower than discount but higher than any other shopping page action. * When expanded, product specification icon will not collapse as time goes by. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
