[sync] Refactor SyncStartupTracker to lean on transport state No behavioral changes, as currently PAUSED is equivalent to having persistent auth errors. Dealing with auth errors should rather be done verifying if the transport is paused. More generally, the whole logic in SyncStartupTracker can be centered around SyncService::GetTransportState(), as implemented in this patch. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
