[iOS] Update batch upload card animations in account settings

This CL fixes the insertion and deletion animations of the batch upload
card in account settings to have:
- no animation when the view is first loaded; the card will be just
showing.
- UITableViewRowAnimationMiddle animation style for insertion and
deletion of the card as the view is showing, example, when the data
type with local data is toggled.
