[webui][ntp] Re-enable NewTabPageLogoTest.All test suite NewTabPageLogoTest.All is a suite of JS tests and was disabled because the "receiving resize message resizes doodle" test was flaky. This CL re-enables NewTabPageLogoTest.All and disables "receiving resize message resizes doodle" to at least keep coverage of the non-flaky JS tests. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
