Reenable BackForwardCacheBrowserTest.NavigateToTwoPagesOnSameSite. This test was flaky long ago, sometimes not having the expected page in BFCache. Now we have more useful debug logging in these tests, we can actually try to figure out why that happens. The failures don't repro locally, so I'm reenabling this. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
