Reland "Enable dynamic-range-limit CSS property" This reverts commit eea7d1daf21cc2bfbf2535a9eed9822661e33852. Reason for revert: Bikeshedding over enum values has completed. We are using "no-limit", "constrained", and "standard" (it was previously "high", "constrained-high", and "standard"). To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
