CrOS Labs: Add tests for overview desk navigation

Adding in more test coverage for changes in a previous CL:
1. Clicking on the mini-view doesn't stay in overview
2. Short swipes will now stay in overview
3. Ignore inputs during the desk animation

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
