Prerender: Deflake iframe test with sequential prerendering

This CL deflakes the disabled iframe test with the sequential
prerendering feature.

The iframe test was failing because it attempted to insert an iframe
into the main frame that is still in the middle of the initial
prerendering navigation. Calling `WaitForPrerenderLoadCompletion`
before the insertion will resolve this test failing issue.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
