Tab Organization: Fix scroll border bug (take 3) The core issue seems to be that although the scroll border logic does execute, at first the scrollable's client height is 0. Changed to avoid referencing that, as it's already manually set and we can just use the same value. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
