[iOS] Decouple push notification feature enabling from provisional auth

This CL introduces a new argument, featureEnabledForProvisional, to the
enrollUserToProvisionalNotificationsForClientIds: method. This argument
allows push notification clients to decouple the enabling of a feature
from the granting of provisional push notification authorization.

Previously, enabling provisional notifications for a feature also
implicitly enabled the feature itself. This change allows for more
granular control, enabling clients to request provisional authorization
without necessarily turning the feature on.

This is useful in cases where clients want to prompt the user for
provisional notifications before they explicitly enable the feature,
allowing for a smoother onboarding experience.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
