[Ad Privacy] Create EEA Consent v3 This CL initializes the new EEA Consent which is not currently invoked anywhere, as a side effect we are not yet adding tests. It should also be noted that the addition of `PrivacySandboxDialogV3.java` is required for functionality of the new consent. A follow up CL will be made to populate the `More about ad topics` section as it currently uses an existing `learn more` section. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
