Component updater: report the correct updater state for per-system O4. This CL changes the code behavior for Windows x86-64 builds of Google Chrome. Because Chrome ships with an x86 updater on Windows, the updater state must be picked up from DIR_PROGRAM_FILESX86 regardless of the architecture of the browser. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
