Refactor text fragment anchor state machine

This is a followup to changes started in:

This CL changes the state machine to ensure attachment happens only
twice, once on the initial InvokeSelector call and once again on the
first call after IsLoadCompleted. It also separates out keeping the
matched text scrolled in view from attachment and applying effects.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
