controlledframe: Impl Promise-based APIs This commit modifies the forwardApiMethods() method to accept a list of APIs which should return a Promise. This new parameter is used by the Controlled Frame API to replace the function signature of APIs that use a callback parameter to instead return a Promise that resolves on a successful call or rejects with an error. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
