Revert "Prerender: Pass SpeculationRulesTags up to PrerenderHost"

This reverts commit 6d4fb315c6ecc3f20c5291fd027f3332a66fa26f.

Reason for revert: Likely culprit for builder failures, see linked issue.

Original change's description:
> Prerender: Pass SpeculationRulesTags up to PrerenderHost
>
> This is a preparation for supporting Speculation Rules tags for
> prerendering. This CL passes SpeculationRulesTags from PrerenererImpl to
> PrerenderHost, so that follow-up CLs can add the Sec-Speculation-Tags
> HTTP header based on that.
>
> PrerendererImpl passes other Speculation Rules specific parameters like
> the target hint and the eagerness. For code simplification, this CL
> bundle them into SpeculationRulesParams struct and also adds
> SpeculationRulesTags into the struct.
>
> This CL changes SpeculationRulesTags from movable-only to
> copyable-and-movable, as its owners (PrerenderAttributes and
> SpeculationRulesParams) can be copied.

Logo Chromium

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

Learn how to Get Around the Chromium Source Code Directory Structure.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
