Reduce JNI call when matching tabs

The main logic is at chrome_autocomplete_provider_client.cc
Previously, we iterate all the tabs.
  One JNI call to get the count of tabs.
  One JNI call to get one tab.
  One JNI call to check if the tab is hidden.
  One JNI call to check if the tab is non CCT.
So for each tab, we could have 4 JNI calls at least.

In this CL, we will getting all the hidden and non CCT tabs in one JNI
call, So we will have one big JNI calls instead of a lot of small JNI
calls.
