[Android TRM] Add and use LocalTabSuggestionEntry. A SuggestionEntry in Tab Resumption Module represents one of two case: * Foreign Session: This came from a tab from a foreign device. Clicking would open the stored URL in a new tab. * (WIP) Local Tab: This tracks an existing tab. Click would navigate to the existing tab (and close the NTP). Previously both use cases SuggestionEntry, and are distinguished by the nullity of |tab| field (if null then Foreign Session; else Local Tab). This CL refactors the TRM by deriving LocalTabSuggestionEntry from SuggestionEntry (which represent the Foreign Session case for now). This leads to: * Removal of "/* tab= */ null" when making new SuggestionEntry, esp. for tests, which makes tests less verbose. * Better case detection via "entry instanceof LocalTabSuggestionEntry". * Simplified CTOR for LocalTabSuggestionEntry: Only Tab is needed. Also change TabResumptionTileView.bindSuggestionClickCallback() to take param SuggestionEntry instead of GURL and Tab. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
