Refactor ClearDataOnUIThread to use StorageKey

This CL updates ClearDataOnUIThread parameters to take a StorageKey
instead of a GURL. With most of the APIs called in this function
already taking a StorageKey, this is mostly mechanical.

CreateGenericOriginMatcher is also updated to take a StorageKey
but continues to use only the origin portion of it. Since
updating the origin matcher is out of scope of this bug/task it'll
get handled at some later TBD date.

This CL is a behavioral no-op.
