Fix a crash in onAvailable() network callbacks ConnectivityManagerDelegate.getNetworkCapabilities() is non-reentrant, because it may crash and retry. So in MyNetworkCallback.onAvailable(), the `capabilities` variation may be inited as nullptr, but passes MyNetworkCallback.ignoreConnectedNetwork() check. MyNetworkCallback.ignoreConnectedInaccessibleVpn() doesn't need to invoke ConnectivityManagerDelegate.getNetworkCapabilities() again. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
