Remove OffscreenCanvas::restoring_gpu_context_ OffscreenCanvas was using a restoring_gpu_context_ state to force GetOrCreateResourceDispatcher to discard and recreate the resource dispatcher. Since https://crrev.com/c/6387646, the resource provider is destroyed as soon as the context is found to be lost. We can actually do the same for the resource dispatcher, thus removing the need for using restoring_gpu_context_. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
