[DevToolsUIBindings] Accept an object for `dispatchHttpRequest` params

The initial implementation is done in crrev.com/c/6845739

We're thinking of adding more parameters to this method (such as
`stream_id`). Having an object would allow us to add these parameters
without needing to update `devtools_compatibility` for backwards
compatibility.
